Charlotte Douglass DIRECTOR
Charlotte joined the asset management team at Equitix in June 2016. She has particular focus on the real estate assets within the Funds. Charlotte has over 13 years of transactional and advisory experience in Real Estate. Prior to Equitix, Charlotte was an Assistant Director within the Real Estate Corporate Finance Team at Ernst & Young - undertaking transactional activity, strategic consultancy and restructuring across the Care Homes, Retail, Office, student accommodation and residential sectors for a range of private and public sector clients.

Elaine Siew DIRECTOR
Elaine is the Executive Chair and former CEO of gbpartnerships (gbp) group, Board Director of several public private LIFT companies and has been a member of The LIFT Council since 2006. Under her leadership, gbp has delivered over £300m in new healthcare facilities, providing strategic estates planning, development, investment, and asset management services across the UK. Elaine holds a medical degree and is a chartered accountant with 15 years’ experience as a Corporate Finance partner. Her notable success as a business leader and her commitment to diversity and equality resulted in Elaine winning the Leading Women in Infrastructure award at the 2024 Partnerships Awards.

Simon Waters DIRECTOR
Simon is the Southern Regional Director for Community Health Partnerships, responsible for strategic engagement and stakeholder management across multiple health economies within the region. As part of this role, he is a Board Director on 8 specialist health and social care Public Private Partnerships, managing a £200m regional investment portfolio comprising of 27 facilities in the primary care, community, and mental health sectors.
Starting from his original career in construction management, Simon has over 25 years’ experience leading on the design, build, finance, and operation of estates infrastructure, with specialist experience in the healthcare sector. He is CHP’s national lead for Corporate Social Responsibility, developing policy and positioning CHP in matters of community wealth, social value, sustainability, and staff wellbeing.

James Lloyd DIRECTOR
James is the Chief Executive Officer of gbpartnerships group and an accomplished senior leader with deep expertise in public–private partnerships (PPP), strategic consultancy, and the development and stewardship of health and public sector infrastructure. Since joining the organisation’s Finance team in 2013, James has progressed through key leadership roles—including Finance Director and Deputy CEO—playing a central role in shaping the Group’s strategic direction and sustained growth. Alongside his executive responsibilities, James serves as a Director on several NHS LIFT Boards and a Hub PPP Board, where he contributes to the delivery, management, and long-term optimisation of critical public sector assets across the UK.

James has worked in LIFT / PPP for over 12 years and has significant knowledge of the industry and the complex contractual requirements involved with these schemes. James is the current CEO of gbpartnerships (gbp) group, where he has worked since 2013, and currently sits as a Director on multiple LIFT and HUB projects throughout the UK.
